a week of holidays and everything is falling apart... at the moment, after an hour of playing, I discovered that the basic means of transport is missing - the Jelcz bus (several dozen pieces "Je 043", "Je 272 mex").
a total of 87 vehicles and 14 buildings are missing....

steam\steamapps\workshop\content\784150
You can copy them to
steam\steamapps\common\SovietRepublic\media_soviet\workshop_wip\
and they are then able to load from there instead of steam workshop folder.
But, when you try to load a saved game you will see a warning that says
"Workshop items used in this save are not found. Try and subscribe to items now?"
If you just want to use your saved mods click the double green arrows next to the "X" box.
This will load your saved "workshop_wip" mods and also any other mods still in your "workshop\content\784150" folder.
Your "workshop_wip" mods will then show a blue hammer & spanner cross.
BUT, keep in mind that mods will not update in this folder.
Subscribed mods have priority!

Does it mean that I can have mod in two folder at the same time: workshop\content\784150 and workshop_wip\ ?
First game try to find mod in 784150 folder and if it will not find it then try to llok in bip folder?

No, that is the difference between cities skylines which is mod dependable and Workers and Resources. W&R don't need mods. Mods break and ruin the game.
Cities skylines is not a game so there is nothing to ruin.
Yes. If you have a mod in 784150 folder, as well as workshop_wip, it will show a green icon with black arrow. As mentioned above Subscribed mods have priority.

Different reasons. My biggest beef with modders is that there is no standard for stats pertaining to GAME RULES on buildings and vehicles which makes the game more unbalanced. I mean the reason we have heating plants is because it is a part of the game to provide heating for the citizens, so when modders design self heating buildings they break the game for you without you realizing it before it is to late.
After a while you get to know which modders generally put out quality stuff. For example, a guy called robs074 has made hundreds of buildings which follow the vanilla style and config. I never worry about subscribing to his mods.
I have had his residental buildnings ruin my games twice. Not his fault. They are great mods. Problem is that mods break the game. Modders need documentation on game rules and a standard for working with them or else the mods will break the game.
