How do you build high voltage power lines from customs house?

I have a Construction Office nearby and workers have delivered and built substation and power lines running to the building I need; but high voltage power lines seem to have no way to build. They have no footpath and no road connection (as same as the low voltage lines) but I cannot assign CO to them. Says no road connection available. I have purchased a Tower Crane from the Customs House which is sitting in a flatbed in the CO; but no resources or workers can get to the high voltage power lines.. Please Help!!

Can you please send a screenshot of what you're trying to do? I find it hard to picture and it should work fine if what you're saying is true, so I think you're missing something.

Sorry let me explain. So where the Power Transformer come from the Border. I have attached a length of just 2 High Power Pylons to run from the transformer to just inside my border. I have then attached a medium pole to the 2nd High Power Pylon and then run 2 medium poles from that to a small substation to power my Railway Construction yard. Clearly I have something wrong then with this set-up? Do I need something between my High Power Pylons and Medium Power Poles which is preventing me from being able to construct the high power poles?

You should gain some experience playing the game "normally" before trying realistic mode. Not only do you not understand the basics of construction, you also don't understand the basics of electricity.
You can't connect a medium voltage pole to a high voltage pole. You need to build a transformer and connect the high voltage line to the transformer; once the transformer is connected to a road then the construction office will also be able to build the high voltage line. Medium voltage lines can be connected to the transformer. A transformer is how you transform high voltage to medium voltage.

Try to start them off and pull them out in a directoin from a substatoin or transformer that YOU have constructed. The same with pipelines pull them from where you want the construction to start from, normally the closes to your constructoin offices supplies for shorter transport distances

Unless you can guarantee transport for 60 plus workers a tower crane is wasted for constructions like power lines etc. A road crane will get to the job site by itself and give the same boost with only 10 workers onsite as a tower crane with 10 workers will.
