This does create a potential deadlock for customs house for vehicles leaving and arriving constantly, and would make those houses almost useless for your own needs, which maybe ok if you are able to 'accept contracts' as you mentioned, although I don't know that I like the contracts idea specifically, I'd just like to add some life to the roads. A bonus: tourists could come in that way too after you clear a certain tourism rating threshold.
I would add to your idea that the mechanics could work the same for trains...
