Also to be built they need road access from one side (switch in this case).
There might be lack of materials (click the line to check whats required/missing) and make sure construction office has supply of it (from customs for example).
If it's a mud road it should work.
Any other road or footpath has to be built first to give the CO's access to the cables.
And of course, as Ling. speed said:
If the cables appear white then you are still in planning mode.
You need to give the command to build on the lower right of the UI.
Also for the button to show up the construction office must have the relevant vehicles in it.
