The good news is that it exactly work as you say.
The bad news is that it only work with a normal bus, not with a trolley bus.

I can transport a trolley bus with a truck.
Idk how to get a trolley bus into any storage for loading to another form of transportation like Heli or ship.
maybe i used a mod with larger flatbed not sure :)
quite strange since the cargo heli says it can support the trolley on the flatbed as well
Your setup should work as is.
While all of these scenarios should have worked before anyway, in order to allow us to move cablecars, trains, tower cranes, excavators, forklifts etc. round our republics, most of these unusual requirements have come to light from realistic mode. And not all of them must have been spotted in the beta testing before the update was released. I am sure they will get fixed in due course.

And also I can send excavators and bulldozers to a depot and have them loaded. I do that on a regular basis if I want to terraform some remote area. First thing I do is have a small cheap depot built with my choppers, connected with a dirt road, and send out the trucks.
Maybe, if we have a depot where a helicopter and a road vehicle could park together, it might give us the opportunity to load up any vehicle to a chopper.
Just an idea.
Clearly, this has been challenging to get all of the different scenarios covered ready for the 8.8.15 release. The devs appear to be aware of the main ones already. But have you reported it as a bug?
Sure, but I bet you didn't take them to a depot under their own steam and then try to send them to their final destination by truck. And you didn't try to load them on a helicopter?
Excavators bought at the border can be sent from the border to a quarry on a truck. But they can't be driven (slowly) under their own power to a depot, loaded on to a truck and then delivered to a quarry. Though they can be loaded onto a truck at a depot and delivered to a construction office. The functionality to move construction mechanisms around on trucks has been very well tested over a long time. But until recently only a few people with a masochistic streak would have considered transporting an excavator from the border. They would just go into the gravel mine and order the new excavator from there. And the same with cable cars, forklifts, track builders etc. etc. And including some massive vehicles that are very difficult to load on any trucks, such as harvesters. You would buy them in the farm and rarely if ever move them around the map because of how slow they are, and because there just wasn't the need to move them very often from one farm to another.
No-one needed to move a track builder by road, though I admit it might have been useful in a couple of situations. I would get the track builder to build its own path by rail to a new RCO, it never entered my head to try and move it by road. Even an island map, you could just sell the trackbuilder on the mainland and buy a new one at an RCO on the island, no-one needed to get it on a ship or helicopter.
The devs solved how to get track builders to the rail construction offices that are not connected to the Customs House by rail, but I believe that solution relies on the fact that the RCO has road access from the Customs House. They haven't yet solved some of these other problems, but there is usually workarounds. So I bet that other players encountered a problem with cable cars and just put in a dirt track up to the top of the mountain, including some extensive terra-forming if necessary.
I'm not saying the devs shouldn't look at this, they should. You should report it as a bug.
