The sewage in the trucks (or in your sewage pipes, outflow etc.) is described as 52% polluted water or "Waste water". This compares with "fresh" water for drinking, washing etc. which is typically over 93%, but needs to be 95% or more to not cause any health issues. It will be 99% from the Customs House.
If you are using a Tech Services with water and sewage trucks, then you cannot control how much water or sewage they will load in any delivery. The Tech Services sends the trucks to supply a water substation or empty a sewage tank, and rarely needs to fill them. So if you have large water trucks then it might well only half fill them. On my game I am using a Tech Services with a remote factory and small 1929 (and cheap) 4t trucks. They are filled 100%, but are not sent very often and the water substation usually contains no more than 4t, so the trucks are full but the substation never is. It just doesn't need 20t of water, so the Tech Services doesn't send it.
It does not do that with Water Substations and Sewage Tanks, nor any of the other water/sewage infrastructure, only the trucks. And only on these overlays. The truck interface is clear for the sewage truck that it is 100% full of sewage, even if that sewage has 52% quality.
This is clearly a bug and should be reported.
