Exporting/Importing Trams & Metros
Currently seems to be outright impossible, unless I am missing something. Currently you can only import the majority of metros via ship, but there is no connection to get them off of the cargo harbor. Let alone a way to actually say for the "Beyond the Border" to have a metro engine to pick up.

What's funny is that you can also fly in some of the smaller trams, but there is no connection, and no road vehicles will are capable of picking them up. So either I am missing something or this is a huge oversight.

The only way to make metro's in a cosmonaut mode, is yourself, and then, if you want to sell them, there is now way to because you cannot connect the metro lines to any outside connection.

Treat them as cargo wagons, not locomotives. You need regular rails locomotive with route: load wagons on custom, unload at rails depo. (Well, I didn't actually double check if the container port was long enough to connect the entire subway train to the locomotive)

Speaking about imported trams: they can move on electrified railway tracks by itself. There is rails-tramroad connector in roads menu.

To export brand new wagon/tram/trainset/locomotive you need an locomotive with route "load on factory, unload on custom". Check the in-game tutorial, part about ships covers how to export rails vehicles by ships.

You cannot move the cargo as a metro. The containers are only able to be loaded and unloaded on a ship, they can't be placed anywhere else, because the metro rails do not support any other connections to the preexisting buildings outside of the rail production and depots. There is no way that I can see that you can get a metro from an outside connection. You can bring it in via ship on a container, but you cannot get it out of the harbor, because no vehicle can pick it up.

You can treat metro and tram rail vehicles as towable/carriable cargo if they have the "new" status, which makes transporting them to their respective networks possible.

For metro cars, they can only move themselves over metro track, but they can be towed over any kind of track that its towing locomotive can traverse. Trams can also be towed over non-electrified track this way.

Just setup a line for a locomotive to load from a place these vehicles are stored at (customs house, factory, or large space for vehicles/containers) to a train depot, where you can then assign the metro/tram trains to their networks with the required track connected between the train depot and the network.

You can use ships to move metros cars (and other rail vehicles) from beyond the borders to a harbor with a connection to a large space for vehicles/containers to unload into. From there you can have a train tow them to a depot for use, or tell them to relocate to the train depot on their own.

Some smaller trams can even be carried by helicopter too, so do the same thing above, but with a cargo pad instead of a harbor. Some small trams can also be carried by trucks, which you have take the trams from a customs house or whatever and drop off directly into a tram depot.

But note: harbour rail line is just 77m long, metro train is 58m long. So you need short locomotive.
