In the customs house you can buy disassembled ones.

Click on custom house.
Top left click on buy vehicles.
Click on disassembled.
Buy the agmu or variant.
Set a open hull to pick it up (ie skd)
set the open hull to drop to Rail construction office.
Have fun.
I've already built the tracks. I bought a locomotive. I wanted to add wagons to it, but I don't know how to take them from the border.
Note that it will only pick up things until it reaches max length of customs house so you will have to do several trips if you have a lot of wagons to pick up.

What I discovered, what actually worked, was this:
1. Build your rail construction yard as close to the border as you can.
2. Use the disassembled track layer to connect your construction yard to the border station.
3. Buy the fastest track layer you can find. I recommend the Kzh 461; I think it's a mod and you'll have to search for it, and it's also expensive, but well worth the cost, as it has a track building speed of 120, literally TEN TIMES faster than the disassembled options.
4. Sell the disassembled track layer and use the Kzh 461 (or equivalent, if you can find one) to build all the track you want at a speed that will serve you well.
By the way, there are two Kzh 461 options. The first one only has a speed of 35, which is terrible. Get the expensive one (200,000 rubles) with a 120 speed. I also noticed that one isn't available at all border stations, so look around and find one that sells it (again, I think it's a mod).
