In cosmonaut mode you can hire a full workforce for a building. With this I mean that it is self-construction, but by contract with another country who is in charge of all the construction from the border.
isnt the point of realistic/cosmo mode NOT to do this?
This way would be faster since it would have all the necessary resources to finish it in the stipulated time. It is like in reality that countries make contracts with other countries for the construction of nuclear plants or specific infrastructure with which they do not have the capacity to build
but that is what building for dollars/rubbles is. Except the delivery and trucks are not actually on the map. But you are paying another country to deliver the recourses and manpower to build it, in a timely manner as the construction goes on at a constant pace.
You even pay for the delivery, the further away from the border, the higher the delivery costs.
