What does it say when you click at the refinery.
Is there anything red?
A screen shot might help.
If one of the resources is full production will stop.

However, I suspect with a refinery you may be having a problem with the pipes. If the pipes in or out of the refinery are not connected properly, or are not pumping any liquids, then the refinery won't work. Did it ever work? Did you make a change to the configuration of the pipes that broke something? The problem might not even be in the refinery, but in some pump that is on the pipe moving oil to the refinery. Maybe it is connected the wrong way round, or has no power?
Unless you are playing in realistic mode, then you can test the set-up by buying some oil direct at the refinery. Or in realistic delivering it directly into the refinery by truck. Then see whether the refinery has the oil show up in the import and then processes it and has fuel and bitumin in the export storage.
Note in these "liquids" (oil, fuel and bitumin) there is no flow downhill by gravity. That concept was only introduced in water and sewage. Liquids must be pumped. So I think you cannot hook a pumpjack directly to a refinery for example, there must be a pump located between them. And I'm pretty sure the game does allow you to connect liquid pumps the wrong way round, unlike water and sewage pumps.
My republic ran out of fuel with that problem, how can the refinery could think "hmmm, no need to produce anything"?
That's what I suspected, but at the end it appears to not be the problem.
As I said, the input storage (and only this one) is full. Refinery produce, but not all the time as she have oil.
Even if it was a problem of pipes, she at least have to produce as their storage aren't full
I got an error message if I try to connect two input or two output. I'm french so I play in that language, but traduced it could be something like "must go from input to output"
No Cosmo mod for me, a little bit to difficult for me, even I love sim games.
Thanks to you all guys, my problem is solved but I do not know how. I just uninstalled/reinstalled game, and the same refinery which didn't want to produce anything is now stopped by running out of oil (I prefer that lol).
