Water/Sewage import/export from border office "Not suitable as a resource source"

When I try to import water and export sewage, the border says "This building is not suitable as a resource/worker source for the construction."

How can I get this to work? I have two T138's in technical services office and I have the substations for sewage and water set up.

Connect the tec services to load/unload stations and make a line to import water from the border, and dump sewage in the river.

I don't see load/unload stations in his video and it worked, but I could very well be wrong.

Edit: I got a response on Reddit. It isn't possible on the Public branch at the moment, only on the Test branch. Answers that question..

does anyone know if this has been updated? or can you still not buy sewage or sell water on the Public branch?

You can, but there was a bug with using 100% quality water (only obtainable through auto-buying) that may or may not have been fixed.
