Report a translation problem
You can use water pumps to help flow improve in areas where there are inclines.
I have my setup like this Well > Largepump > Large Water Tower > Treatment > Water switch> Distribution nodes
And that usually works for me, if I need to chuck in another pump after the treatment plant I will. It sounds like your facilities are not producing enough because there isn't the pressure or gravity to force the throughput. I also always use the large water pipes.
every 32 prefab 179 i use 1 big water well 1 water treatment small 1 big waterpump and 2x water substation. works well for city :>

For example: If you take river water wich is around 70% quality you can't output 300m³. In my republic i actually want to use river water so i build 2 treatment plants, in serial, so i can treat the 300m³.
treatment -> pump -> switch -> 2x pipes -> tower A
-> pump -> switch -> 2x pipes -> tower B
-> pump -> switch -> 2x pipes -> tower C
tower A -> pump -> tower D
tower B -> pump -> tower D
tower C -> pump -> tower E
tower D -> pump -> tower E
this was an answer from my thread about the same question. the pumps have a limit that is not expressed in the game. i believe the big pump is 150 and the small is 50 no matter how many pipes are hooked up. also the elevation will limit you in spots.
