Your unemployment is already too low... because of the game mechanics and randomly assigned work per shift, a general unemployment rate of 10% is ideal...3% like you have means some industries will be without workers at times, and if they are important that will be a problem.

If you hit 0% unemployment at any point those problems will be even more magnified.

Having a bunch of workers jobless is OK in this game afaik.
Idk how many exactly.
But, depending of the size of a town, it's OK to have 50 to 100 workers waiting. This way you can be sure that your busses are leaving full.
Furthermore you can grab them for your construction sites.
Don't quote me on my numbers.
This is what I have observed so far.
But I have seen other players on YT who are happy with higher unemployment.
If it's getting to high than the game will notify you.

Edit : Bbaljo's YT channel is actually what I meant.

But remember, unemployed workers turning into criminals.

But not instantly I assume.
As far as I understand, being unemployed makes a citizen unhappy. Nobody has a steady job, so each citizen is at risk of being unemployed for the day. If the unemployment rate is low, this will be a rare occurrence and everything is fine. If the rate is high, some will experience consecutive days of unemployment, driving down their happiness further and further, increasing the likelihood of them committing crimes.

Personally, I feel like 10% unemployment is too high. You really don't need such a large labour reserve when you are the one who controls where everyone lives and how they commute, and I feel like such a high rate of unemployment does not fit with the theme of the game. Three percent sounds almost perfect to me.

If you have enough workers, enough jobs, and every home is within walking distance of a transit stop, you do not need to specify where people work. In fact, it's probably better if you don't. Your citizens are very good at making themselves useful, as long as you provide a workplace and the means to get there.

Very fast. I left one building assigned to production, some worker didn't have openings. In less then a month I received msg that criminality in that building is too high.
If your police are busy, you'll see effect almost immediately

Holy cow. I didn´t expect that.
Isn't there a Citizen overlay you can use to show where the unemployed people live? You could narrow down the problem from there.

yep,. like i said,. i specify them to go to the bus station or some factory/shop but they still wont work.
10% unemployed is fine. People are happy to get everything for free.
Are you sure that there are enough slots open for everyone to work/wait at? The "spread delay" can lead to spikes of people working (or not) at the same time, which in small portions of populations (like everyone in a building told to go to the same workplace/station) can lead to too many workers looking at a limited number of slots. They may thus conclude, "well I can't find a job" and stay home.
My main city which I have been playing for over a year has 41% unemployment. Having low unemployment is thinking like a capitalist. This is not cities skylines. The goal of this game is to create fully automated luxury space communism where few people have to work to keep society functioning.

Well apparently our citizens disagree. Jobs seem to matter to them to the point of becoming criminals if they lack one (besides comrade, when you don't work, you are robbing the collective of your labor.)

Commissar Dread will need to mete out justice in Mega City Stalingrad with its super high unemployment welfare state.
It is utopia where people work 3 days a week and with 50% unemployed its 2 day per week. Criminality is random without proof that unemployed have higher chance becoming criminal.
