All you gotta do is supply it with fuel and workers and it will start making lots of oil (enough to compensate for the fuel you supply it).
It took me a few weeks to realize the self powered version were on the "power plant" tab of the mods window and not on the "mine" tab like the normal one, lol
Also, the heliport is functional so you can send workers by helo.
I'm sure there will be hostile reactions to this post, because some players think they have the right to impose their point of view that this is not the way this game is meant to be played. But who cares?
Why do you need a challenge by the way? And if my pleasure playing this game is just building nice looking cities with unlimited money, or even play with trains?
I agree with the sentiment (my personal favorite map is Taiga Hardcore with only one spot per resource) but at the end of the day it's a single-player game and thus is subject to the playstyle of whomever is playing it.

it takes 10 second to get oil on your map where you wish
