For instance: Pick crops at customs > Unload at warehouse > Return to DO > Start new order.
If there is not enough vehicles to fullfill the first order, let's say 500 t of crops to the warehouse, they won't pick alcohol up unless all crops are delivered or there is enough free vehicles at DO.
It's also worth checking if the threshold for picking resources up from warehouse (in the DO) is low enough.
That's the basic way to do it in this game.
Issue with this is that it doesn’t have good logic. They will clog up roads even when there’s nothing to pick up/no room to drop off, and if you set them to wait then they’ll block the building’s slots. Distribution offices are a lot more manageable, especially over time.
It's fairly unusual that the input and output uses the same type of truck. If they didn't then you wouldn't consider this. Personally I think I would go for two small DO's: one bringing the crops (from farms?) and another exporting the alcohol.
