Some buildings has poor water quality - why?

I enabled the water simulation to an existing save game. There were problems initially as I got to grips with water, and especially sewage, but it worked out well enough in the end.

Except that a couple of buildings complain that they have poor water quality, namely:

- orphanage, 3 of them, 2 in the same site and another further away
- prison
- secret police

The water treatment plant makes 99% quality, and all other buildings other than those I've highlighted have 99%. I rebuilt 2 of the orphanages and the secret police. In both cases the water quality was 99% for a few minutes then drops to ~84-87%. Buildings serviced by the same water buildings as the problem buildings have 99% whilst the orphanage, police and prison are problem.

Sewage drainage is fine in all buildings.

Is this a bug?

I'm having the same issue with my prison and the hotel. Water quality drops to ~80% then creeps back up to 99%. I noticed in the hotel it seemed to correlate with fluctuations in the current number of workers but otherwise no idea what's happening. Same thing though, all other buildings and my water stations are all steady 99%

Quick question, does you have a water tower after the water treatment plant?

I have the same issue. Prison and Orphanage both have poor water quality, eveything else is 99%.

So criminals that commit major crimes die in prison after a couple of years, and no children under 10 survive the orphanage :(

Yes, Waterwell > Treatment > Tower > Substation

I tought it was something that happens in real life, where when the water demand is higher than plant capacity, they bypass some stages in treatment and issue a warning to people don`t drink the water without boiling, but it still safe for bath, cleaning dishes, et cetera.
It`s better that it was a bug.
