The management mechanic would be the same as for TV and radio stations, the only difference is that produced newspapers would need to be transported to stores.
And in your Republic - is it Fantasyland? - how do citizens with no money pay for their newspapers? And, of course, newspaper kiosks - will they be next to the laundromats?
To me it sounds like a nice idea.

Strongly agreed. The radio station is pretty ridiculous to try and field if you're a small republic. In my experience it's not something you can reasonably manage until about 8K population, both in terms of manpower and resources needed, not to mention education. A newspaper would be a great starter.
