But you probably have death waves caused by rapid birth expansion. I try to moderate the expansion simply to avoid these birth/death cycles.
I think I do have a clue why so many orphans, now that you have said this, @AngerIsAnEnergy. I have had a prison without heating where all my prisoners died in winter. I only saw that and now heating is on. Will let it run and see if I get less orphans.
Of course, freezing your prisoners will make permanent orphans too :)

I love that feature, but it definitely needs to be tuned.
I watched for many of my citizens and their children and suddenly found adults lost connection to their parents. It means that if a citizen goes to prison or dies, his children go directly to an orphanage. Not to their relatives.
In addition, nobody can adopt an orphan. It’s a bit out of realism.
I explored a few statistics articles on the Internet. The number of orphans in different countries is pretty significant. But most of them were adopted by new families. This number is much higher in every country than the number of orphans in orphanages.
It looks like a problem-solving solution for the current implementation.

They are good source of prison workers though. I always send those in uranium mines.
If you want to minimize death waves and the resulting orphan waves, then ensure your health is always high, as even temporary dips in health (pollution from heating plants is a common cause) will reduce lifespan and result in older citizens dying off immediately. Having hospitals is also important for keeping health up and saving citizens from accidents or severe illnesses.
Since children are also put into orphanages if their parent goes to prison, you should also keep crime under control and ensure 100% employment all the time to minimize the number of criminals and thus orphans.
Finally, if you don't need the population, research the decrease natality tech (they are repeatable after some time) and keep an eye on your population. If there are no free flats to move into, then citizens stuck living with their parents or in a dorm will get upset and disloyal.
