Rgarding the unground, it could be that its workes only and does not use machines. anything that is worker only is super slow, to the point it feels buggy (i prob dont have enough worker or bussess or something), so i break my no buy rule and auto build very short roads and such.
does items get delivered?
If both sides have a building with a footpath they can't move to the site. Helicopters would be necessary for that.
The above applies for conveyers, pipes and all that.
I just guessed in the blue for you didn't post a screen shot.
I hope that helps a bit.
Pipes and wires can be divided into several segments, road CO can only build those that are connected to the building. But conveyors are always connected directly from one building to another.
I do that because I don't have CO's in every town, and sometimes it takes a while for the resources to be delivered. The workforce nearby can kick off the rest.

Different scenario, but same thing. I'm building a brick factory here. It's in yellow, as you can see.
The CO built the two foot paths connecting it. But as you can see the conveyor and the road leading to the factory are both white. Without that road the factory will never be built. And I cant seem to manually tell the CO to build the connecting road either.
Everything is getting built now. All down to one little button.
It's not at all stupid: everyone here, absolutely everyone, made the same mistake at first :)
