Unemployed despite job vacancies

Hello,

In block of flats I have 7 unemployed (no residents without education).
I direct all residents to station from trains go to station connected with steel mill, iron mine, ore processing plant and fire station (max 2 hours of road to reach work).

Suddenly i have 13 unemployed and their number grows.

There are about 170-200 employees out of 500 in steel mill. So theres full of free places to work.

Does anyone know what could be reason of that situation occurs?

It´s hard to guess.
My guess is that those workers just missed the train.
13 unemployed is not a very big number. Nothing to worry about imo.

I read most of this topics and did not find the exact answer.
However, there is one thing that I missed.

"citizens "reserve" a worker slot as soon as they leave their home. So if they walk 400m to their work place, the whole time they are walking that slots sits empty."

Is that true?

I must do some test. If "reserving of slots" is true that could be answer.
Damn... this mechanic makes very difficult to fill all slots in factory if it is far from place of living workers. Further makes it harder.


I made test.

i redericted all workers from station to steel mill and built houses near it.

I achived 420-440 workers on 500.

But in to two trains going to station near steel mill was 260 workers.

So theres about 200 workers extra going to steel mill and many of them stay in trains which back to first station.

If there was be slot reserving there wasnt be situation that some workers didnt reach workplace. Why? Because they have already reserved slots for themself.

So my conclusions are:

1) Reserving of slots dont work.
2) Reserving of slots work in situation home - going on foot - work (need more tests).
3) Reserving of slots work when workers reach last station / bus stop before potential workplace. They go to find work on station when workplaces that they can walk are full or are forced to go specific station. Before they reach last station they dont know about already reserved slots.
3) Situations 2 and 3 work simultaneously.

Occupying work slots has some changes in the last update.

For screenshots I use to do as follows:

I hit F12 when in game.
I go to my profile at steam and find my screenshots.
I copy and paste the url of that picture into the text here.

Steam overlay has to be on for doing so.

My problem is that I can't make any screenshot public.
Ofc im mark is as public but after all it have status visible for U freinds and admins...
