I think that when you have many new residential buildings made available for your citizenry, the quality dictates the priority/order with which they will be filled (assuming they're all accessible by the new adult population).
It might impact overall happiness too, but I haven't tried to verify it.

its not like that.

mechanics differs people in differ types .

there is culture freaks

sport freaks

drunken zapoyists

etc

so if you fill them culture all the time they will want more and more culture and desire longer culure time and they get happier from culture. thus it will require increasement in culture facilities

same happens sport. when you pump sport desire to %100 almost all your citizens will want 240 minute of sport at every work cycle and sport will make them more happy.

quality of houses begins to show efect when there is deficiencies in your facilities :>

As a matter of fact, that was and is the main cultural aspect of soviet society. Drink in the morning, definitelly go to work drunk, drink in the evening etc. That was ... and is only way ... Drinking must be much much more in this game. Because that is what we did, and that is what we still do. Our comunist fathers did, and we do.

well i met with many russian people . Yes there is hardcore drinkers. i even saw a technician who is working in high voltage drinking red vodka while working. When i reported him to his superiror that "your man is has red vodka in his tool box as standart" he said "no no let him drink . If he does not drink he blows things up".

how ever i also saw many sports men too who practice sport like freak and lived very healthy life style. I saw a 65 year old dude who is still doing gymnastics and performing moves that i cant as black belt martial artist. i saw 55 year old boxer leaner than i am and moving like lightning.

Russia is very big country so it depends on which area you have been. But if you buy a bottle of vodka for a guy you will probably will get along well :D

And anyone who refused to drink was sent to totalitarian gulags where they were executed by Stalin (who was also drunk) with a Katyusha rocket launcher. True facts.

I really wish that a certain type of need would go DOWN if it wasn't met. I moved some of my culture freaks to new towns and was hoping to satisfy them with pubs, but they would NEVER go to the pub. Its culture or nothing else. I just wish over time, with every unfulfilled 'tick', it would slowly go down until they are more open to other things.
