It's such a shame that there isn't one like this in French. It's too difficult for me to understand in English.

1. Too many jobs in walking distance. Go look around your town and turn down the number of workers where it’s way too high. Hospital, university, shopping center, etc. Think of it as “squeezing” the workers in town so they “squirt” out onto busses.
2. Bus stop is full of passengers and students, and there’s no room for workers. Click on your bus stop and uncheck passenger and student.
Also even when your powerplants are working properly, they won’t be producing much power unless there is a demand for it. A small town will use only 1-2% of one powerplant.
Hope youre not to old to learn new tricks, or have a disability preventing you from learning.
English is my second language as well. But man does it expand the horizon to learn english.
I got second to worst grade in school. Until I discovered computers and gaming. I then started reading the dictionary during school breaks.
when I start this game in 2019, it did not have any tutorials. So I try to learn one step at a time, try to figure out the mechanics of the game.
The Power Plant ...
The Power plant need Coal, the new one need Crude Oil and the other new one need nuclear fuel.
The Coal Power Plant need : Coal - NOT coal ore. and need 20 worker to work at 100 % capacity. It even work if it got 2 workers there, but you wont have the full power capacity.
If I can remember, the Coal Power Plant can provide a total capacity of 36 MW, or two 18 MW line. The Crude oil only provide 18 MW.
The Coal power plant can be operate by : auto-purchase the coal ( about 15 to 25 per ton ) and use 20 ton per shift of 8 hr. If you want to ship the coal from the border - it better to get the coal ore and convert to coal yourself - cheaper. or the coal ore from the mines to your processing plant and to the coal power plant transport via : trains / trucks / conveyor belt.
It is a 24/7 building. Meaning ... it has to have workers at all times. So a constant supply of workers or a building within walking distance that house 40 workers minimum and set the building working location : Power Plant. Let the workers take the bus / train / tram if they want to go shopping / bar / sport. The transport line is setup to : passengers / students ( from the Power Plant ) and from the city terminal - workers only. The workers that came from the city is the "backup crew"
The game have a steep learning curve, it will be long to master the game. So one step at a time.
So I must need more people.
I have worked out to make coal oil fule and asphalt.
And export Coal and fule by train.
Learning farms now.
But would be nice to have more info.

Building work location is lretty self explanatory, but may be that it doesn't translate well into other languages or understanding. It is a button that allows you to set the building you have selected, work location or place that the people living there go to work. This only works eithin walking range and can be used to set factories or stations. Which gives you more control over workers.
Well hardly any of the ones i know come close to complexity.
May i ask, have you ever played banished?
Look a reviews a few years ago and it was very buggy.

Got to click on everything to find them.
It is so messed up and not easy to find what you want to build.
I just built a panels factory, but can't find if there is a storage building for it.
I have given up.
