Towns with very heavy pollution or no heating or no food.
They will die instead ;)
im doing a 0 fleeing run, currently at 10k ppl and its getting out of hand.
natural death waves still some years ahead :/
but that is killing people.
i was more looking for them to be unwilling to procreate.
is that even a thing? yet?
what makes them have babies? any known parameters?
However what difficulty setting are you on? Hard citizen reaction will slow pop growth some as they need to meet higher hapiness threasholds to have children.
If you want zero people to flee you have to provide everything perfectly that includes adequate housing. Build large worker districts with lower hapiness but enough to stay and let the young people move there (they will do so automatically) if you can keep their loyalty high, give them alchohol but not much else and high pollution you might be able to slow these areas enough to absorb a large portion of your surplus population.
Hapiness, housing quality, health and citizen reaction.
Why though? Escapes are just a safety valve.
