Slow down population growth
Is there a way to slow down population growth without letting them flee cause of no housing?

Umm... You can create death camps.
Towns with very heavy pollution or no heating or no food.

They will die instead ;)

Put a few factories in your residential area and it will lower the life expectancy of citizens and then your population will growth will slow down quite a bit.

There should be "1 child policy".

setting 0 workers in the hospital helps a little bit.
but that is killing people.
i was more looking for them to be unwilling to procreate.
is that even a thing? yet?
what makes them have babies? any known parameters?

You can't. Fleeing is currently not controllable or bad. Its just emigration.

However what difficulty setting are you on? Hard citizen reaction will slow pop growth some as they need to meet higher hapiness threasholds to have children.

If you want zero people to flee you have to provide everything perfectly that includes adequate housing. Build large worker districts with lower hapiness but enough to stay and let the young people move there (they will do so automatically) if you can keep their loyalty high, give them alchohol but not much else and high pollution you might be able to slow these areas enough to absorb a large portion of your surplus population.

Hapiness, housing quality, health and citizen reaction.

Remove their access to meat. Depending on how happy and healthy they are from other stuff, population will either grow slowly or shrink slightly.

Low loyalty does that. Demolish the monuments and give people more culture and less propaganda. That should drop loyalty to the point where people stop having children.

Why though? Escapes are just a safety valve.

Expect fps drops when you reach 100k population. Don't know if it is possible to go beyond 200k.

My latest Republic population is around 135,000 and I'm running at roughly 3400 births, 1800 deaths & 1000 escapes per month depending on available housing. Only way I can think of controlling pop growth would be balancing happiness to nether good nor bad but that's a massive undertaking. Just let them escape, it causes no issues to happiness if their escaping due to no available housing.

we need walls, fences, guard dogs and self-firing systems to stop the escapes. i want to build a death strip, at least on nato side.

greetings from east germany
