I thought a vehicle that runs out of gas, still rolls but slow to make its way to a gas station.
But they are not moving at all..
Does the gas station have electricity?
This might be it.
At the time the power plant was without workers, that bus load was presumably heading there.
Catch 22 it seems..
So if the gas station has no power.. the bus wont head there.. ?

Yes, you are correct. If the gas station lacks electricity, it will not function and vehicles will not limp back to it when they run empty. It is a death spiral if you don't plan accordingly, because you will end up in a situation where your power plant runs out of workers and stops producing electricity which will make your gas stations stop working, which means your busses run out of fuel and stop, which in turn means you cannot staff your plant.
This is why it's important to keep around a backup electricity line, either via import or via renewable energy (windmills). To get you unstuck, you can quick-build a windmill around your Gas station, which will make your busses restart.
Now theres a good preventative solution.
