Bus ran out of fuel, came to a full stop.
Not sure if anyone knows.. but,

Winter time.. road snow covered. Bus ran out of fuel.. Bus came to a full stop.

Is it not supposed to continue at a reduced speed to get to a gas station?

You want to say that the bus is heading to a fuel station with normal speed over snowy roads? That doesn't sound normal to me.

No the bus was traveling on snowy road.. Ran out of gas... and came to a complete stop...

I thought a vehicle that runs out of gas, still rolls but slow to make its way to a gas station.

But they are not moving at all..

Does the gas station have electricity?
Could it be out of range of a fuel station due to snowy roads reducing its range?

This might be it.

At the time the power plant was without workers, that bus load was presumably heading there.

Catch 22 it seems..

So if the gas station has no power.. the bus wont head there.. ?

Yes, you are correct. If the gas station lacks electricity, it will not function and vehicles will not limp back to it when they run empty. It is a death spiral if you don't plan accordingly, because you will end up in a situation where your power plant runs out of workers and stops producing electricity which will make your gas stations stop working, which means your busses run out of fuel and stop, which in turn means you cannot staff your plant.

This is why it's important to keep around a backup electricity line, either via import or via renewable energy (windmills). To get you unstuck, you can quick-build a windmill around your Gas station, which will make your busses restart.

There's also a maximum range for vehicles that have run out of fuel. If its simply too far away from a gas station they wont go even if there is fuel and electricity.

Distance wasn't an issue.. I had a gas station at each end of the route.

But good info for anyone with this issue.

Have been using imported power all night as a backup to my own power plant, doesn't make a difference at all. Buses, dump trucks and any other vehicle drives past the gas stations and stalls out of fuel.

Also for some reason, my excavators are going on unilateral tours of the roads for several minutes even when assigned to a gravel pit.

Can you please post some screenshots with the open windows for the fuel stations, gravel pits and excavators? It's much easier to visualize that way.
