You can also build multiple stations. I already had a city with 2 large stations (a "north" station and a "south" station and 8 tracks between the station buildings).
A 28+ station would not be useful in the game.
Indeed, these immense Parisian stations that you mention (Montparnasse, Gare du Nord, etc.) are designed as multiple stations.
You have TGV access (or TGV station). Sometimes TGV and intercity train, sometimes another intercity platform area.
You also have an RER station for transport in Ile de France. Further down you have a metro station.

actually i never seen any game or software have found a real solution for managing multifloors 3D at strategical scale
if ever this game go to allow using Q/E underground for make tunnel pass top or under other it will be dificult to visualise it in clustered city
excepted homeworld game i never seen a strategic game using real 3D
all common game fakely named 3D use triple layer of map or even more like in planetary annihilation where the vehicule to manage can be only at 4 diferent 2D level/map
