Thanks for your inputs, element of randomness makes guessing difficult in that case. Especially, range value is usefull.
If you want to have a tool to estimate how much 400 m can be then you can use a heat exchanger which shows connections to residentials up to 380m and even above as area of influence is square. If you put a factory further than heat connections reach then your residentials should be safe. I have several heating plants right on the edge and as much as I observed the edge of polluted area is about 400m from heating plant but you can apply that to whatever factory.
Anyway building a power plant of any kind close to residentials is not recommended.
