Does being educated in there increases government loyalty for citizens ?

I am not sure, but currently it acts as a normal university, but don't be sad, there's space for a lot of features in the future releases :)

We are asking the vice versa.

When you attend university you slightly become more loyal to government.
MG83 I thought the same when I started building that headquarter and was disappointed it doesnt work as you asked now. Also the professors should have a certain amount of loyality to be able to educate the students. No way you have someone with uncertain political ideas to teach the next gen of the party cadre...
An nice to have feature would also be if loyal citizens would buff the loyality of there neighbors in a building over time as they present an example of how to be successlull and for example being able to get a personal car...

The same applies for the population. Regardless of the political stance, if you assuage the basic needs of the people, you have a population that remains content. When you can offer something to aim for in addition, the population becomes more loyal. Even when that target could never be reached by more than a tiny few. So long as a few are shown to get there, the remainder will believe it's possible, (the lottery for example). Humans are, by nature, selfish and therefore won't offer loyalty to someone who doesn't offer them something tangible in return, even when it comes at the expense of their comrades.

Explorers bought the loyalty of native tribes with beads and trinkets when they discovered new lands and the practice has been going on for centuries. Even when it comes to work, your boss buys your loyalty with a wage packet, when someone else offers more, your loyalty will quickly switch.

France found out the hard way what happens when you deprive the population of the basic necessities, more than a few rich aristocrats who ran the country were forced to visit Madam Guillotine for a haircut.

In the end, you can educate all you want but it will never buy loyalty. All it results in is a population who understand that their lack of basic needs is due to no fault of their own. That Capitalist West have just cottoned on to this, which is why education levels in the West are declining rapidly lately. Third world countries have devastating poverty but no revolutions because the poorest in society have been led to believe that their lack of education is the reason for it.

all needs fulled except alcohol they are still going down in loyalty
