Coal warehouse + carrier + conveyor + power plant
Carbon Storage + Carrier + Conveyor + Brickyard
and so on
Like I said: Never had this problem before, done the set up many times.
Gravel conveyor is feeding Cement factory just fine. it's the same conveyor feed design set up like on coal storage to the factory.
And conveyor feeds storage just fine from the mine to the storage.
There is power and both factories work just fine if I purchase coal.
Started new game to see if problem will get recreated.
Tried feeding factories coal by conveyor belt from storage - no
Direct dumper truck from storage to factory - no
Dumper truck to truck unloading conveyor belt feed - no
So factories just won't accept coal any way. (wait to unload truck will just stay on the factory or unloading station indefinitely)
Factories accept gravel in all of the above feed systems just fine.
Truck loading conveyor loads dumper trucks just fine.
Factories work just fine by purchasing coal.
So it's definitively a bug from the last update or something.
Maybe the power plant ran out of coal, so the conveyors have no energy?
I've built the coal supply chain many times, never had a problem before.
Spent 3 hrs trying to work out what the issue is.
Started a new game and tried every possible way of delivery, no luck!
The only thing I didn't do is remember that I didn't built coal processing plant.
FML I was so focused on electricity, conveyor belts, etc hahaha
I cannot believe I did not realize that!

And btw, you may get this situation, when all loading/unloading bay are occupy by output trucks and the input trucks can not get in. If the factory is running out of incoming materials, the output trucks will be "park" there until the factory got some input goods.

To correct this potential issue, you need separated load station beside the factory to receive output goods.

The coal is being load up, but it the gravel is the issue here, the gravel is being loaded all right, the cement plant need so much gravel, when all unloading bay are occupy and a line up of trucks is outside the plant waiting to be unloaded. In my example, only 1 coal truck is needed, and I got at least 12 gravel trucks.
LMAO, I shouldn't be laughing but it immediately made me think of when Colonel Failure did the exact same thing. He mixed up Coal and Coal Ore on an auto-buy and it took him a whole episode to realize he'd plugged up his entire supply chain.

I couldn't stop laughing for ages at the amount of time I wasted when the problem should have been obvious to me. It's not like I haven't built the working thing many times before.
I wanted to build ore storage and then swing back and make processing plant walking distance to mine bus station. But I had a break and forgot my original plan.
Rebuilt conveyor and engines number of times, rebuilt brick factory. Even brought the power directly from border and built 6 substations just to make sure I have sufficient power. Until I run out of money.
The worst thing is I started new test game and was so focused on testing different feed methods from storage to factory that I didn't build the processing plant again.
Well, the programmers will be laughing at the test game save and effort I spent to build different types of delivery that doesn't work because it's not processed coal......
I sent bug report but I had sneaky suspicion that it's something stupid that I've done hahaha

The setup work just fine, as long it is being feed with employees on the regular basis. Meaning ... lots of buses.
Yes, the set up was not the problem, I've done the working set up many times.
I forgot to build coal processing plant and didn't realize it after hours of trying to figure out the issue of factories not accepting coal (which wasn't coal as I forgot to build ore processing plant).
So the problem was just an unrealized mistake.
