Forklifts and fuel ?
How do forklifts refuel ? They just run out of fuel and stay in the garage .

This idea, refueling possibility, would be necessary in the vehicle depot and in the construction office

I am satisfied, even if you can only fill up in the vehicle depot, because you can buy all vehicles there and it is realistic. This means that every vehicle at your location starts with fuel. It would not be real to store gasoline in every building (hospital, fire department, etc.)
