How to get oil from underwater?

Totally love the seasons, and a big +1 for Cosmonaut Mode, which I reckon should be built into the game. This is one of my favourite games of all time.

Only method for now is to build up a mound of dirt in the water to hold an oil pump. Don't forget to give it road access.

There is a offshore pump in the workshop, can't attest for how well it works, never used it myself.
If you can't raise the ground under it, you can just as well forget it's there.
