tried as follows
Harbour > Pump > Tank(a)
Harbour > Tank(a)
tank(b) > Harbour > Pump > Tank(a)
some other combinations also, including
Tank(a) > Harbour > Pump >tank(a)
If Tank(a) is not completely full, harbour's fuel for ships is emptied, leaving none for the ship. Can turn the pump to tank(a) off to stop this, but that prevents unloading.
im not sure if the harbor itself will drain all the tanker boat or balance with the tank and the pipeline
and by evidence the capacity of a tank is too much for just keeping a refueling reserve
maybe you can hack the system with a separate dock but with the size it sound abusive
i dont remid to had see any limitation with the liquid transportation as with the new distribution office that set minimal percentage to keep
tought the boat system is very new and i cant understand they not added ome little river boat before supertankers
especially with the stock map wheree we need to spend million of digging ground for have free space
tought i dont understand how is possible to feef the pipeline and in the same time not emptying what is before
my opinion you found a real issue because inlet and outlet dont have to merge
...because bridges block the path of the big tanker ship...
pump after the harbour was intended to split cargo out to seperate tanks, which worked after the fuel section was entirely filled by manual purchase - which made the whole thing a bit pointless.
the basic of the pipeline is high pylon or entrenced section that let road pass
i read one report than most expensive bridges are enought high for boats
actually its far more praticable to send workers to remote factory than transporting mass of raws
tought its a chalenge to bypass all the lack of the gameplay
i bet in the next patch it will be export harbors

is it shared or not by the inlet outlet ?
