"On this station load 20%"
When I select "on this station load 20% of boards", it will load "20%" with boards, even if the train already has 20% of boards.

Thus, over time, if the boards are not emptied (because the destination is full), the train will end up all boards.

stop 1: load 20% boards
stop 2: load 80% steel.
stop 3: unload everything, but assume boards are full and cannot be unloaded.

First run: 20% boards, 80% steel.
Second run: 40% boards.
Third run: 60% boards.

Is this behavior ever desirable?

Or should it just be "load this train so that after loading up to 20% is boards"

Dumping everything at the end of the run at a customs house sometimes works, but often is very inconvenience and wasteful. I don't want to have to export so many boards, they aren't even worth much. Plus the customs house can be very far away.

Can you not load the steel on the way back making it the first stop and leaving only space for 20% boards?

That does not fix anything. you just end up train full of steel instead of boards.

I really can't think any way current system makes sense over load up to x%.

The only way I know of currently is to start with an empty vehicle. If you don't want every single train schlepping to the border, you could set up 'Export Hubs' that are close to various routes' final stops, and then run dedicated vehicles that don't do anything but 'Run to export hub, load stuff, fling stuff over border for fun and profit'.

That's generally what I do, as it also means I'm only ever exporting the excess, not material I need domestically.

If your pick-up stations don't fill up, you can also do:
Stop 1: Unload boards, load 20% boards
Stop 2: Unload Steel, load 80% steel
Stops 3+: Continue as normal.

Yes, that’s about all you can do now.

But if the percentage were just, “start filling and stop when >= xx%” then everything would work great!

Yea it would be so nice if we could use "if statements" for cargo management. Its very expensive eraly on to have dedicated vehicles for every resouce

you can use temproary depot but they will be gilled themself
at the end whatever you will do is slowing the overglow if you dont export
the problem is your factory arent producing at a correct synchronisation
you have to manage the max worker in the factory and in the transports
even if you dont loaded the excess then factory export will be stuck and worker will come inside for nothing
it seem its more a management trouble than a game issue
