I really can't think any way current system makes sense over load up to x%.
That's generally what I do, as it also means I'm only ever exporting the excess, not material I need domestically.
If your pick-up stations don't fill up, you can also do:
Stop 1: Unload boards, load 20% boards
Stop 2: Unload Steel, load 80% steel
Stops 3+: Continue as normal.
But if the percentage were just, “start filling and stop when >= xx%” then everything would work great!
at the end whatever you will do is slowing the overglow if you dont export
the problem is your factory arent producing at a correct synchronisation
you have to manage the max worker in the factory and in the transports
even if you dont loaded the excess then factory export will be stuck and worker will come inside for nothing
it seem its more a management trouble than a game issue
