My UF6 is in a Type 30B container and the nuclear fuel is in a Type B container when its made and I just load it (the container) on a open hull/flatbed and off it goes to wherever I send it. I don't have to put it in a container. Maybe I'm misunderstanding you.

Let see if I understand this ... the UF6 and the nuclear fuel need containers ... How I build them ?
and the waste ... in a container ? and how I build them ? and the value of the UF6 and the nuclear fuel is .... VERY HIGH !!! ....almost a billion a truck .... (NATO side ) and 3/4 of a billion ( Soviet side ) , that will maybe solve some financials issues ...
Hum ... I wonder how to get ride of the nuclear waste ... ? shipping to the border ( NATO / Soviet ) and how much ?
If it still doesn't work, it might be a bug.
Anyway, I did a test play, just using trucks to transfer from factory to factory. Check the value of the goods and see how it will work. It work like a car factory. The only thing is : it take a long time to produce the nuclear fuel and waste. The nuclear fuel is very valuable and the waste is a negative value about -1500 US per ton. A early 1960 truck can carry 2 container of 0.2 ton and it will take about more than 2 mouths to produce it if the power is being produce at a low rate. May be at full rate and at full power , the waste will be produce about close to 1 ton per month, ... that I have to check it out. The nuclear fuel is about close to 100 000 per truck ( 2 container of 0.2 ton ) , that is more interesting..
a few benefit pointers:
Shared import for all connected production.
Connection to Immediate export/import if available (eg fuel fabrication to nuclear power plant)
Time savings on transportation.
Other pointers
Export connections are not shared amongst the connected facilities unless connected immediately.
Walking path might be way trickier to route around the forklift paths.
Also try to get in nuclear as early as possible as the are cheaper earlier on, and can offer permanent hassle free on power generation(other then throwing more people into the system)

the second fuel fabrication was purposely build on the other end to test if export are common if connected(they are not).
also note the walking path had to go around the production which is not ideal if I intent to use the land on the top of the screenshot.
