Tip for Leveling Terrain
So far the two best ways i've found for leveling terrain are (first build a construction office in the area you wish to level, then stock it with a bulldozer and excavator so that all these actions will be free. naturally you should deselect 'purchase for rubles/dollars'):

1. Build a short mud road strip at a height you want the surroundings to be. then click as if you were going to build more road and drag it out pretty far but dont build the road. you can use the road leveling tool to level huge strips of land. you can also use train tracks to do the same thing. i've found that this tip is best for creating massive agricultural fields. basically you just rinse and repeat over and over again until you have an enormous relatively flat piece of land.

2. if you want to level an area for maximum closeness of buildings, whether it be for residential or industrial buildings, you can use the technical university. you go to construction menu as if you were going to build the tech university, then you can use the leveling tool to make perfectly flat swaths of land that are perfect for your efficiently planned socialist workers utopias. you can use the larger buildings but i like the technical university because it has a really long side and a narrow side for finer detail leveling.

I use any building to flatten terrain.
I start with a tiny bit if it's at a mountain. So I use a Transformator.
If it appears yellow I hold RMB till it's green. Than move slowly to the edges while keeping RMB pushed. If necessary I swap to a bigger building and do the same. That way I can create steep canyons.
