I've done that except I wasn't able to afford trains so went with trucks on hardest difficulty. I went with having the hospital and firestations present before the workers arrived.
You have to build on right place, near the border, that way I build city with raffinery and oil wells and I still had 200k, with two trains.
So, the strat is:
1. Build full-fledged refinery.
2. Build anything else for fun, because you now have a stable and pretty powerfull source of money.
That's pretty sad. Some industries are sooo inefficient, so if you want to see the whole game, you should roleplay instead of heading on building rich republic. Though, that is really the soviet way, such a historical accuracy.
Some say you can import all the raws materials and still make money, I've never tried it and it sounds cheesy to me.
So start with Electricity, Alcohol, Clothes (import the chemicals for the fabric factory), Oil -> fuel/bitumen, Steel, Chemicals etc. Just find products that have a high sell value and see how many you can realistically produce. People say oil is OP because it's the easiest to logistically set up, if you're struggling you should definitely try starting with oil -> refinery.
I game, selling fuel in bitumen is the fastest way. Slower is the production of mechanical parts and clothes.
I used almost all the oilfield in the east and its now at 100t/day production. With my current prices that makes 30x100x100 rubles month. the tracks head down south to the border on the east because it was already half-built when I gambled my last money on the oil (I had the track from Baraharad to the border by the river, they join up right pass the mountains), ideally you will be going north-east to the other border point.

(the town is disfunctional and abandoned most of time, only in case of fire I hire 10 firemans to put it out, the station is served by 3x 600t trains)

You can therefore set these up in a way that your trucks and trains take these resources from the border storage areas to where they're needed, then take the finished goods to the custom house, before returning to the border storage areas to pick up more resources.
It's cheaper to deliver your own goods than pay the Soviets or HATO to deliver it for you, since you only pay for fuel (if applicable) and the one-time cost of the vehicle, whereas their delivery costs are a fixed amount per ton per KM travelled, which can be huge even when reasonably near (but not adjacent to) the border. Thank god maintenance isn't a thing (yet).
Tried the same with steelplant (import coal and iron, export steel) - doesnt work, you'll lose money very slowly in the long run (i let it run for 2 months before i stopped).
Oh and always use your own bulldozers and excavators... money terrain cost is exorbitant
