Need free excavator

Im placing some oil rigs and I cant level the terrain, it says "No free excavator at construction office" or something like that despite there being 3 free excavator and I dont know what to do. The oil rigs are far on the other side of the river but it doesnt wanna level even when I try it next to the office. Happened before once and when I reloaded the game it fixed itself, but not this time. Anyone has a reliable fix?

You need excavator more close.. when they are far away.. can be in depo or construction office too..

I had to build a small series of construction offices when I was planning out a rail route just to have a bulldozer and excavator readily available. It doesn't need power or anything other than a mud road. Just remember that after using the vehicles for a bit, they will head off to a gas station for fuel and if you are long way from one, this can take a while

When you level / flatten the area with the help of excavators and bulldozers from the construction office, they don't have to have any roads. Only short road (may be mud) connection between office and fuel station placed close to each other. Of course if you want to refill vehicles with gasoline you have to press "Play" for a moment. But refilling is not necessery aswell.

True, but if you are extending out, and moving the machines etc, you need a road :D
