any way to send fuel from one storage to another?

My pipes would have to be too long to get to the refinery, so I made 2 storages inbetween them, but it seems like one storage can't send fuel to the next one, am I doing something wrong?

Do they have power?
Are they connected correctly from output to input.

No, this is a quirk of the system. There's no natural storage to storage transfer at the moment (unless the first one is full).
Place a pumping station between them, they can force the fuel in the direction you need.
