Report a translation problem
I currently have four different rail construction projects (rail office allows four track layers, thus four projects at a time) and two cargo trains running on the same network, with signals it's no problem.
With the latest update you can now add signals to unfinished track so you can even build the same track from both ends.
Basically, add a signal at the start of your project. At first, the section will be blocked by the track layer. Once it gets past the signal, the previous (already built) section will be open to other trains.
You'll also want a passing place or double rail so the track layer can go back and forth from the rail construction office and pass the cargo trains; that, or the cargo trains will have to wait behind the RCO until the track layer docks.
