When you connect a conveyor it displays White? Correct? When they are White (ie Planned), look at the bottom of the Conveyor menu. There's a button next to the Red X to Cancel Plans. Click it. The other two next to that is to pay with Rubles or Dollars. When you click to set them for construction they will turn into dots, and you won't accidentally auto build them with money.
I missed that button back when I started playing. Originally had to do with trying to figure out how to have track assigned to the Rail Construction Office, since I didn't actually set my track to be available for construction and they remained in their planned state.
First step is totally optional, but helps a bit:
• 1st - Check your construction offices, and uncheck 'conveyor/pipelines'.

• 2nd - Plan your conveyor belts as you want them, keep the game paused for more convenience.

• 3rd - Hit the 'assign construction' button LEFT of the "red X". Now your conveyors are 'marked for construction', and cannot be autobought anymore by the autobuy function in the menu itself, only on the construction itself. And, they become dots.

• 4th - Click 'suspend construction' to keep them as they are without anything happening, in case your construction offices find them and want to do something.

• 4th - Click on 'continue construction' just in case you're happy with them all and want to actually have them built.

So you avoid the issue with having a large planned layout and you only want one to be built but it builds them all. You can also easily filter them to them all again with the building list. I know, they are so very nice visible with the huge white lines instead of being dots only.
Hope that helps.
