PSA: Always use the Windows 7 version
Quickly found out today that I was doing everything wrong. Since I had windows 10 I always used the windows 10 option on the launcher.

For some reason my FPS was always maxed at 25 at the lowest graphics settings. A quick change to the windows 7 launcher more than doubled my frames to about 70 even while looking at a high population city.

If you don't feel like you got a performance boost from the update I advise that you try this.

I'm assuming the multi-threading is only present in this option?

My game went to complete crap the last couple of updates and I always played on Windows 10 mode.

Switched to Windows 7 mode and I'm back at 200+ FPS @ 1440 :D

Quick specs:
Windows 10 Verson 1809
AMD Ryzen Theadripper 2950x
nVidia RTX 2080

Hmm .. strange.. I test for me same.. or 5% difference maybe..
Hard to say why.. I would first doublecheck if your Win 10 launch option not running on integrated graphics card.. if not please say your specs as loopyman said.. we will investigate more!

I tested it too - i've +/- 1 (one) FPS between Win7 and Win10 versions. The same save, the same positions.

My system:
Windows 10 Build 18362
Intel 4 core i5-2500k CPU
AMD RX 480 GPU

I'm already guessing it might have to do with AMD tech, but that's just speculation. The commonality I have with loopyman.

On an empty map I get exactly 25 FPS using the windows 10 version. Only with the windows 7 version do I get proper FPS numbers. The difference was huge of course, going from a 25 FPS maximum on an empty map to 100+ FPS with the other version

Win 10, AMD Ryzen 3 3200 G with Radeon Vega Graphics, Radeon RX 580.
Same huge difference as described by Jon144 in his initial posting here (25 fps versus 60 fps)

GPU name would also be helpful. Though we see that not only AMD systems are affected.

11 fps using either windows 10 or 7 option . Highest graphics in game options . Pop 40000
I need to upgrade my memory and video card .

What about fps in the game? Is there any difference between Win10 and Win7 mode? Actual numbers would help.

Windows 10 version performance will improve slightly if affinity is locked to a single CPU core. Changes from ~25FPS to 50FPS, but nothing like the 200FPS I would get on a blank map on Windows 7 version.

I also had tried updating graphics drivers, moving game assets to a different SSD, verifying integrity of game cache and reinstalling the game prior to trying Windows 7 version.

My problems began once the latest update (10/30/19) was pushed. I was operating on the test branch at that time and had low FPS. So then I downgraded to the current branch on 10/30/19. This resolved the problems completely for about a day. After that the problems returned no matter which branch I used.

I am also using the test branch. Unfortunately I had a several month long hiatus from playing the game so i'm not sure what update caused it. The good news is that the Windows 7 version runs very smoothly on my system.

Oddly this works for me as well. Win 7 is a huge improvement over win 10. Exe.

Dell laptop Inspiron 7559,
Intel i7-6700hq 2.6 GHz
32gb ram
Gtx 960M and Intel HD 530

I can get a 10-20fps boost using the Win 7 64b vs win 10 64b
