Not quite - it just doesn't have the SML hardpoint system. There are still separate hardpoints for energy, ballistic and missile, and you're still limited by space, tonnage, and heat.
I think YAML alone is balanced, especially when you consider that engines cost as much as a light mech, and changing them or replacing them on a regular basis can end up putting you at a disadvantage in comparison to vanilla play. Also, you face other YAML variants of mechs that are designed to be better.
It gets to be an issue if you're adding more equipment mods on top of base YAML that don't give the computer the same advantage, or make equipment more available than default. If you do, you should consider upping difficulty or denying yourself certain things.
The one thing which is clearly unbalanced in the mods is the other optional extra stuff you can use along with YAML. Especially the one mod which go by Weapon Emporium or something like that. I outright refuse to use it because of this and that can only be the fault of the users for using outright cheater weapons since the author very clearly mention the fact that there is no balance whatsoever and that he created that mod to have fun with completely overpowered weapons.
Short of that, YAML and extras sure add more depth and potential for the player to be able to use (and abuse) the mech modification system. The kicker here tho is that the modders also added in mechs which can actually hold their weight instead of the default ones you see all the time in vanilla. YAML also use TTRulezAI mod by now, meaning that your opponents are not dumb statues dancing around you. Good luck ever seeing a AI pilot torso twisting to block your shots with its arms in vanilla, for example. All of this also increase the difficulty and add greatly to diversity, which is pretty welcome when you've beat the game a dozain times or so already.

Actually, it Super balances things. Since there are no good and bad mechs, there all the same mechs. The hero mechs with Yaml also have small quirks that give them a small incentive to collect.

You also have the option of enabling Simple Mechlab to lock the internals (like vanilla)
You also have the option of adding in mech mods where the enemies DO have crazy builds
You could even turn off weapon tiers, which means you've only got t1 weapons, but the enemies can still have better!
There's that many ways to customise it, chances are you can balance it to what you want - assuming you're not too lazy to do it.
Simple mechlab- saw it, never had any interest after that.

Weapon tiers- I always have it only use tier 1. Didn't know the enemy could still use better weapons. Defeats the purpose I guess?
What your saying is its up to the player.
The reason I replied, is with my mods(yaml and quality of life fixes). I was thinking is my customization OP compared to enemy weapon load-outs? Which do a degree is... ehh Not as bad using Clan Mechs.
