In general yeah probably getting shafted by RNG.
The other ones with loot in random missions I'd have to do a little digging on how the value of what is inside is set. It could be distributed across all of the crates that spawn, just don't quote me on that. And that definitely can vary depending on the scenario type.
If you are just getting C-bills, that's probably the first type and they only show up in specific modes like Targeted Kill where the assassination targets sometimes drop them.
For completeness, the other types of boxes spawn in missions as objectives or as special loot caches (DLC5 campaign). I think the ones used as mission objectives could give C-bills, but they're mostly just there for checking off the objective.
even if they are low level, they add up, and eventually i sell off all the junk.
As for the standard drops... I did once get 10 million in one... but that was with a mod installed, which I think had bugged out.
