Add DLC to save files?

Will DLCs be added to any save files you've already created? Playing on Consoles.

A lot of DLC content just starts showing up in missions/markets. Kestrel's Lancers, Rise of Ras, and The Dragon's Gambit all have time-gated mini-campaigns. If your save is already past the kickoff year, you'd have to import it into career mode or start a new one to hit the mini campaigns.

Yes, if you have purchased it and have it installed (at least that's how it went with the previous DLCs when I noticed).

Ah, so if I started a save file then bought a DLC, it’ll be added to that save? Nice.

my save files are all after the new DLC, Im at the year 3187, and my last save game is at 3091, how do I make it work? when I accepted the new campaign, it shows nothing on the map to where should I go.

Well, according to the DLC description, it starts in 3039. You probably exceeded the operation acceptance window (like what can happen with Kestral Lancers).
