im missing this mech fpr my Mech Database completion, is this hero purchasable (if yes, from which year?) or is this a quest reward?

It's the Marauder Bounty Hunter.
Should show up as a Hero in shops and be available right away already in 3015 iirc.

MAD-BH is DLC4.
MAD-BH2 is vanilla.

Both slow, only major difference is that the BH has an extra PPC instead of the Gauss from BH2
That and there's a separate boss variant of the BH that has functioning DHS in the Engine.

Supposed to be a special BH mission quest but I am not in a position at moment to double check.

finish the bounty hunter intel quest and you'd get an extra quest for it. After getting it you get 10 new levels of intel to continue your merc encounters. all energy version, 3 ppcs and 5 mls. painting it is apparently bugged. If you remove the original BH paint, you can't get it back. be careful.
