Maybe, but why do you need 12 mechs ready...cold store at least 4 of your 12. Your at a certain lvl of rep, so you know the area of tonnage you will need. Except the multiple mission quest you will only need 4 mechs, and chosing from 8 max is a good way forward. I use 6 during campaigns. I only add more from cold storage if I got to run a multimission.

I'm starting ROR campaign after starting out in 3015; 291m net worth, +4 weapons out the wazoo, 14 rep, 6 intel.
Best way to get +3/+4 weapons early game is to grind cantina missions -- best ones for early game are ones focused on taking down harassers, tanks and vtols since those are plentiful in early missions. You can grind those and mech hunting missions in warzone missions where you can stay for as long as you want after completing initial mission specs. But don't neglect the other ones if they have easy requirements to fufill.
Also check every single planet you enter for weapons. I often found a few +3/+4 and the rare +5 weapons just sitting in random places.
Higher end unique missions can also net you +3/+4 weapons through salvage -- you can snag a +4 gauss in finale for eyes on democracy mission tree. You'd also be surprised at how much +3/+4 weapons igor vtols, demolishers and other heavy tanks carry in later missions (45+ difficulty). Other unique missions just give you +4 weapons for completing the mission tree itself.
But for consistency the economic zones surrounding the endgame areas including the one going through terra generally have a constant stream of +4 weapons.
More work + less travel = more funds.
Almost every mech I have is equipped with at least tier 4 weapons and I have like 20 laying around, with something like 144 million CBills and at least 60 mechs in cold storage ready to be sold if I need the money. But the real reason they are there is so I can complete any cantina mission asking for a specific mech on the fly... Which also net you CBills when you complete any.
Timeframe? Right before Razalhague campaign. On a totally vanilla run.
Travelling too much make little sense. What you really need to do is be time efficient completing mission after mission to get money and as you progress toward areas which are more challenging, so will the chance to get better stuff to buy in hubs.
The new DLC encourages players to have 12 mechs and pilots... and you lose all 'UPGRADES' when moving mechs into cold storage... If maintenance cost is too high, imagine having to pay and wait for upgrades as you move them in/out!!!!!

2) As i understand you like to do some multimissions. It is often better to do 2-3 normal missions without repairs (since you have 12 mechs anyway) than spend a lot of time looking for a perfect multimission.
3) Almost always when your mech has no destroyed internals it is better to repair in conflict zone.
4) It is not a big deal to have a lvl 2 gun insted of 3. Sure, if you looking for something specific it can take a while but it is not a problem to get some lvl 4 guns in general.
