And it's Epic's policy, PGI has nothing to do with it before anyone starts :)
I know you can download the editor without buying the game on Epic. But, like having a game on Steam, you'd likely need to keep the Epic launcher around in order to use it. It's possible that PGI might release the editor on Steam, but I don't know for sure if they will. There is an Unreal Development Kit in tools, but I'm not sure what version it is, and it wouldn't likely have stuff for MW5 specifically as is.
