I wouldn't recommend messing with Master Levels before you finish the campaign. They are much harder and you should use an endgame slayer with all upgrades and a full arsenal.
In terms of difficulty, Cultist Base and Arc Complex are the easiest MLs, so start with them.
If Master Levels have been unlocked and you can play them, then you can play them regardless of connectivity.
That's not what I asked. I asked if you could unlock Master Levels without connecting to online services. I just don't want to waste time playing all this offline and having to redo the whole thing again to unlock master level later when(most likely IF) I could get my online connection back. This is also assuming of course that Master Levels can't be unlocked retroactively from 100% save file.
Master Levels are singleplayer content and it doesn't matter if you are connected or not. They will just unlock as you progress through the story.

unlocking or playing master levels has absolutely nothing to do with your connection or online or servers
Actually that at least _was_ the case, not sure if it still is. It was definitely required to connect with your Bethesda account at least once in order to unlock (in the sense of DRM) the Master Levels (not sure if it affected the first two that initially shipped with the game), and after that they were available offline too.
Sir, I've literally personally witnessed it. Everytime I up-patched the game after playing a down-patched version I had to go online and reconnect with my account in order for the levels to unlock.
I don't think you fully understand how down/up-patching works and what effects it actually has on your profile and saves.
