Report a translation problem
Initially I invested some time researching this and didn't get very far. The only thing that I did found out was that there was a console variable named r_allowBlackListedLayers that if set to "1" as a launch parameter should allow the use of Reshade. But it doesen't seem to work properly.
Crosire, the creator of Reshade was kind enough to provide a solution:
You should go to C:\ProgramData\ReShade\ReShade64.json and rename the "DISABLE_VK_LAYER_reshade_1" entry to something else, e.g. "DISABLE_VK_LAYER_reshade_2". ReShade will load successfully in DOOM Eternal afterwards, since the game still tries to disable it by setting "DISABLE_VK_LAYER_reshade_1".
I personally tested this and it works without any issues.

It is working here just fine (Carmack’s solution, Reshade v 6.3.3) with the solution above by Strelok, thanks a lot, make sure you have edited the correct file "ReShade64.json", there is a "ReShade32.json" in the same folder that will do nothing.
It does not matter whether you disable ReShade in the warning screen or not: ReShade is "loaded" either way, but after that, it has obviously stopped working.

Go into the game's video settings and find the setting "Present From Compute". If it's on, switch it off, save settings, then switch it on again. If it's already off, switch it on. For some reason that causes Reshade to appear for me.
I tried all the above "solutions" and nothing worked, then I just happened to see this setting and, not having a clue what it does, decided to switch it off to see if that did anything, and it worked!
You may have to do all the other solutions first before this has an effect, I don't know.
