It does not include the cosmetic packs that are available on the store page, but that's all stuff you can get for free by playing the game anyway. Just takes a while, because you get them through events that cycle periodically.
Also there is the rip and tear pack that contains stuff that used to be preorder rewards, like, again, some cosmetic mambo jambo and an additional master level.
Long story short, if you're interested in all gameplay content, the deluxe edition and the rip and tear pack give you all you need.
