How do the events work?

The way I THINK it works, is that you have a limited time to level up and unlock the "character sets", which then you can level up at any time and aren't time limited once you unlock them.
So with this event, Cultist marauder and Funny bone can be unlocked, and they're in your "character sets", and then you can freely level them up whenever you happen to play?

I asked about it two topics deeper, one man said that yes, it works so. I want to earn gold marauder too

During the event, you need to get the last level of the event progression, it is not necessary to immediately level up the master collection, for example, the marauder cultist, if you have opened the master collection itself, it will not disappear at the event end and will remain until you fully level up it.
